A product insert can build repeat customers or get your account frozen. The difference usually comes down to three or four words on a card, and most guides on this topic don't tell you which words those are. Amazon allows inserts. It does not ban thank-you notes, care instructions, or warranty cards. What it bans is any attempt to shape the outcome of a review, and that single rule sits underneath four separate layers of Amazon and federal policy that most sellers have never read end to end. One of those layers isn't Amazon's at all. It's federal law, and if you sell outside the US, there's a fifth layer on top of that. What Actually Counts as an Amazon Product Insert A product insert is any card, flyer, sticker, or QR-linked material that ships inside or on your packaging. That's a broad definition on purpose, because Amazon doesn't regulate "inserts" as their own category. It regulates buyer-seller communication, and an insert is just one delivery method for that communication, alongside email through Buyer-Seller Messaging and anything printed on the box itself. That distinction matters because it means the rulebook governing your insert card is the same rulebook governing every other way you talk to a customer. Three Amazon policies stack on top of each other here: the Community Guidelines (anything that could influence reviews or ratings), the Prohibited Seller Activities and Actions Policy (attempts to divert customers off Amazon or misuse contact information), and the Buyer-Seller Communication Guidelines, often referenced by sellers as policy G1701, which governs the content and purpose of any message you send a buyer. If your insert would violate any one of those three, it's non-compliant. It doesn't matter which policy technically applies. Amazon's enforcement systems don't ask which rulebook you broke before suspending you. Are Amazon Product Inserts Allowed? The One-Sentence Answer Yes. Amazon allows product inserts as long as they add value to the customer's experience and don't attempt to influence the outcome of a review. That's the whole rule. Everything else in this guide is a specific application of it. A thank-you note adds value and doesn't touch review outcomes, so it's fine. A card that says "leave us 5 stars for a free gift" fails on both counts at once, which is why Amazon treats it as one of the more serious violations a seller can commit. What's Allowed on an Insert Card Here's what holds up against Amazon's actual policy language, not just what other sellers say worked for them. A discount code by itself is fine. A discount code on the same line as a review request is the version Amazon treats as manipulation, even when the offer is redeemable only on Amazon. Put them on opposite sides of the card, or in clearly separate sections, and don't connect them with language like "and." FBA vs. FBM: Your Insert Strategy Isn't the Same Most articles on Amazon inserts treat every seller the same way. They aren't the same, and the gap between FBA and FBM is one of the most operationally important distinctions in this whole topic. If you're FBM, you pack and ship every order yourself. You can insert a card, freely, order by order, and change it whenever you want. If you're FBA, Amazon's fulfillment centers will reject or discard loose marketing material found inside units during inbound prep. A card slipped into the box after the fact gets treated the same as a stray price tag. The only way an insert survives FBA prep is if it was built into the manufacturer's packaging before the shipment ever reached Amazon, which usually means having your manufacturer print and insert the card during production or shipping pre-made cards to the factory to be added before the goods leave for the warehouse. Amazon's Ships in Product Packaging (SIPP) program enables vendors and sellers to ship products in their own branded, certified packaging without additional Amazon overboxes. To qualify, packaging must meet specific structural, privacy, and sustainability standards, verified through self-testing or ISTA-6 Amazon-SIOC lab tests. If you're running FBA and your insert plan doesn't account for this, you're not planning an insert strategy. You're planning a rejected shipment. The Only Sanctioned Path to Faster Reviews: Amazon Vine Every seller wants reviews faster than organic velocity allows. Amazon has exactly one legitimate way to get there, and it isn't an insert tactic at all. Vine lets Brand Registry-enrolled sellers with FBA offers and fewer than 30 existing reviews on the parent ASIN submit free units to vetted "Vine Voice" reviewers. Every Vine review carries a visible "Vine Customer Review of Free Product" badge, Amazon controls who gets the product, and the seller has no visibility into who's reviewing it or influence over what they write. The program isn't free. Sellers pay a per-ASIN flat fee depending on the number of units enrolled: it is free for 1 to 2 units, $75 for 3 to 10 units, and $200 for 11 to 30 units. The fee is charged up front per enrollment, whether or not every unit actually gets claimed and reviewed. Reviewers receive the product itself as their only compensation, with no cash payment allowed. Additionally, Amazon's terms prohibit reviewers from selling or transferring possession of the products for at least six months after ordering. Everything outside Vine that compensates a customer for a review, of any sentiment, violates policy. That's the brightest line in this entire topic, and it's the one most competitor guides mention in passing without explaining what the actual alternative is. QR Codes, Warranty Cards, and the Gray Areas That Aren't Actually Gray Two questions come up constantly, and the existing advice on both is inconsistent enough that it's worth settling here instead of hedging. Can you put warranty information on an insert? Yes. This is one of the most commonly recommended insert types, and it holds up against Amazon's own policy because a warranty card is customer service content, not promotional content. The confusion comes from a small number of guides recommending sellers avoid warranty info altogether out of extreme caution. That advice isn't wrong exactly; it's just more conservative than the policy requires. The actual risk isn't the warranty information itself. It's what happens when a warranty-registration QR code also asks for a review, an email address, or personal data unrelated to honoring the warranty. Keep the registration flow narrowly scoped to warranty and support, and the warranty card itself is safe. Are QR codes allowed? Yes, and the risk lives entirely in the destination page, not the code. A QR code pointing to a warranty-registration form, an installation video, or a neutral support hub is standard and safe. A QR code that captures an email address, offers an off-Amazon discount, or quietly routes only satisfied customers toward the review page is treated as review gating, and it's one of the more common violations sellers walk into without realizing it. Third-party review or messaging software falls under the same logic. It's compliant only if it sends messages through Amazon's actual buyer-seller messaging system and skips promotional or sentiment-based language entirely. Policy G1701 explicitly bars marketing content, including coupons, inside buyer-seller messages, regardless of what tool sent them. The Federal Layer: The FTC's Consumer Review Rule Amazon's policies are marketplace rules. The FTC's Consumer Review and Testimonials Rule is federal law, and it applies whether or not Amazon's own policy even addresses your specific situation. The rule, in effect since October 2024, prohibits offering compensation or incentives conditioned on a review expressing a particular sentiment, whether that condition is stated outright or only implied. It also bans fake reviews and testimonials, including AI-generated ones and reviews from people who never used the product, requires company officers and employees to disclose their relationship when reviewing their own products, and prohibits selectively suppressing negative reviews a business solicited or controls. The penalties are real. Civil fines currently run up to $53,088 per violation, and the FTC has already sent warning letters—ten of them in December 2025 alone to companies over suspected violations that included offering incentives for reviews, undisclosed insider reviews, and review gating. Here's the part most sellers miss: an insert offering "$5 off your next order for leaving a review" violates Amazon's marketplace policy and the FTC rule at the same time. That's two separate enforcement bodies with two separate risks, created by one card. Selling Outside the US: A Quick Compliance Note If you sell in the UK, EU, Canada, or Australia, Amazon's US-focused policy isn't the only rulebook. The UK's Competition and Markets Authority treats fake and incentivized reviews as a banned practice under recent guidance following the 2024 Digital Markets Act. Canada's Competition Bureau has issued formal warnings that undisclosed paid or employee reviews violate the Competition Act. Australia's ACCC applies similar reasoning under the Australian Consumer Law. None of this changes your insert copy dramatically. If your card already avoids incentivized or gated reviews, you're likely compliant across all four regions. What changes is your exposure. Selling into multiple marketplaces means multiple regulators, not one. Category-Specific Compliance: Regulated Products Everything above applies to any seller. A handful of categories carry extra requirements on top of it, because the insert itself becomes a compliance document, not just marketing material. For durable infant or toddler products, U.S. rules require a consumer registration form/card and permanent identifying marks on the product and packaging; the product must also show the manufacturer’s name and contact information and date of manufacture. Amazon’s tracking-label guidance says the label must be permanent on the product and packaging, not a paper sticker, and compliance images should clearly show the actual label. For electronics, any safety instructions or certification marks printed on an insert, FCC or CE for example, have to match a device that's genuinely been tested and certified for that mark. Printing a certification your product hasn't earned is a labeling violation on its own, completely separate from anything to do with reviews. If you sell in either category, treat the insert as part of your compliance file, not just your marketing. A generic thank-you card is safe. The same card carrying safety claims or certification marks your test reports don't back up is not. How Amazon Enforces Product Insert Violations in 2026 Enforcement has changed in ways that matter for insert strategy specifically. Amazon's systems now flag accounts using algorithmic pattern detection, often before any customer files a complaint, based on signals like review velocity, timing clusters, and repeated language across listings. That means an insert doesn't need to get reported to get caught. A violation tied to one product's insert can freeze the entire seller account, not just that listing. Every ASIN, every dollar of pending disbursement, sits on hold while Amazon reviews the case. If a manufacturer, agency, or 3PL adds a non-compliant insert without your knowledge, Amazon can still hold the seller responsible. In a reinstatement appeal, you should show that you did not create the issue, identify how the non-compliant insert entered the workflow, and explain the process changes you made to prevent it from happening again. Two Compliant Insert Templates You Can Actually Use These are original starting points, not something copied from another seller's card. Adjust the tone to match your brand, and if you're unsure about a specific line, running it past Amazon Seller Support before printing at scale costs nothing. Neutral thank-you and feedback request: "Thank you for choosing . We'd love to hear about your experience. Scan the code below or visit your Amazon orders page to share honest feedback." Warranty and support: "Your is backed by a -year warranty. Scan to register your product and access setup guides, care instructions, and support, all through your Amazon account." Neither template mentions star ratings, sentiment, or any reward. That's deliberate. Compare that against a template pairing a warranty QR code with "if you're satisfied, leave us 5 stars," which is close to what some competing guides actually recommend and is exactly the kind of sentiment-steering language Amazon's policy prohibits.
